do I need to remove oil pump cover to replace oil seals? If so, do I need to remove oil pan in order to remove oil pump cover?

 

After researching some, it does not look like that I would need to remove the oil pump cover in order to replace front balancer shaft and crankshaft oil seals. How do I remove the oil seals with the oil pump cover intact and the shafts being in the way? It does not look like that I can use seal puller to pull off seals? Any guidance you can provide me would be much appreciated.
