Turbo/Motor "Dial In"

Can someone please explain this to me ive been reading about setups and installs and such but never really read anything that explained what "Dialing" in is.

Tuned so well i dont have to plug my laptop in for anythnig but datalogging at the track.

eh..so what you dialed in @ is just your achieved hp/tq after tuning?
