To my knowledge, touge is a type of motorsport competition where two cars line up a certain distance apart and fly through narrow, one lane winding roads. The rear car attempts to close the distance, the front car attempts to increase the distance.
It's a japanese thing that originated on Japanese mountain roads.

I may be wrong but I think you can find Touge battles in the Best Motoring video. In fact I'm almost certain about it. It's a cat and mouse game based on a racing style from the Japanese Initial D Anime which is now available here in the US through Tokyo Pop. What was said I believe is correct. When a mountain road is two narrow to race and a good number of them are in Japan - they race Touge style. One car leads and the other follows than they switch. If the front car can leave the back car behind it wins but if the back car can stick to the front car than the back car wins. It's a bit hard to really see who won but the better drivers can tell if they won or not. It's actually pretty interesting to watch on the Best Motoring Videos
