My recomendation?

ITR Intake Valve springs, inner and outter. I just sold a brand new set (still sealed from Honda) for $100. Put your stock intake valve springs on the exhaust side.

Find a used set of Skunk2 Stage 1's. Should be no problem finding these for under $500.

Or, if buying used parts freaks you out, buy the valve springs, and a set of CTR cams new. You should be able to do this for under $600.

I think these will be your best options for staying within your budget, maintaining good reliability, and making decent power with out tuning.

CTR cams! Or the new ITR cams! Cheapest cam on the market for the gains you get!

Skunk2 stage 1 or 2. Also Crane cams. Hell, Crowers feel good in a b16a. Toda A. You wont go wrong with any of these cams. Good luck.

Many mentioned the ITR or CTR, i agree

what everyone else said. Get ITR or CTR cams. You won't be disappointed with that setup at all.

I gained 14whp with CTR cams in my JDM 2nd gen B16A. Only hand tuned not even dyno tuned.

Even more impressive was the over all power I made throughout the ENTIRE rpm range.
