rob a bank.

Forget all motor. Nitrous, two of the big ones. Seriously, you can't beat an N20 kit for bang/buck. For all motor, higher comp pistons, ARP rod bolts and a set of higher lift Non-VTEC cams.
Bare metal with a racing seat, eh? You are obviously willing to make your car completely unlivable for an extra .2 seconds in the 1/4. Why? If you want to go fast and don't care about comfort, get an old 600 cc crotch rocket and sell your car. Insurance and gas will be cheaper, too.

start w/ suspension and tires. some tokico blues and Neuspeed Race springs are a great bang for buck combo that you can pick up for under 400$ for both. Falken Azenis tires are proven to be the least expensive, longest lasting, best peforming tires on the market. At 70$ a piece they will last you 10-15k miles. Next, do some more wieght reduction. Try a search on H-T there are many many posts on weight reduction. If your racing alot you might wanna get a clutch, and hell, a cable B16a tranny isn't too expensive so when you swap out the clutch swap the tranny too. not gonna be cheap but definitly worth it in the long run and worth a couple tenths in the 1/4.
Breaking out of the 15s should be so hard. I have a friend who hit 15.4 i/e in a 92 LS on street tires, full interior.
B16 tranny with a decent clutch, i/h/e, suspension, and some slicks should see 14s without a problem

If you wanna go fast just go to a track outside of ohio, all the other tracks are downhill with 15 gradient.
Just buy a fogger system and say hello to 13's, skip the 14 and 15s totally.

If you really want to go fast save your pennies and buy a turbo and boost the hell out of that integra. And turn the boost way up just up to the point where the head whats to blow apart from the block.
My $.02
Take care of the suspension first, go with Koni shocks and Ground controls. This is a fully adjustable combination, and you will need that adjustability later as you get faster).
i/h/e, clutch, b16 tranny, and some small slicks (or even drag radials will help drop your times a lot). You can just run an open header at the dragstrip (free mod), this will give you a little more top end power.
Later, you can add some higher compression pistons and cams for some power (when budget allows).
