i have a 90 civic what spring will give the lowest drop?

sprint rx extreme springs give a 3.5inch drop. thats the lowest i have seen for a spring.

Bust out the cutting torch and cut a few coils off the stock spring, or for that matter, just remove the springs... can't get any lower unless you get shorter bodied struts.
