Vibrations only when hitting small bumps (weird)

Vibrations only when hitting small bumps (weird)
Replaced
Steering rack
Tie rods
Bearings
Rotors.
Thing is, if the road is smooth, then no vibrations, if there are those slight bumps or waves in the tarmac the wheel vibrates, also when I hit a bump the wheel moves alot.
Any suggestions, weird problem, Maybe a shock gone, if so how to tell?
