Default Static Fuel Pressure & Base Fuel Pressure

As basic as this is searching for either doesnt result in an explination.
What exactly is the definition of Static fuel pressure and Base fuel pressure?

if you got a fuel pressure gauge it reads eg. 45 psi. when you take the vacuum source of it goes to 55. i think thats the static and base.

ok so
Static = vacuum hose disconnected
Base = hose connected

Someone please double check this if they have a Helms handy- I distinctly remember one of the fuel pressure measurements is when the pump runs with the car off.
