In the manual it says to drill a 23mm hole in the center of the OEM headlight Rubber Grommet (WTF?) and to slide the Rubber grommet attached to the HID bulb up so to create a secure seal with OEM rubber grommet

Is this even necessary?

 

you want this as tight as possible moisture and dust would be your main concern.

 

If the manufacturer recommends doing it in the manual, why wouldn't you?

 

See if it fits snugly as is, if it doesnt fit, drill it out alittle.
