Hp for mid-to-low 13's?
i am guessing about 205whp......around stock weight......but you can achieve this more easily if u do some major diets......fiber glass trunk, cutted interior, remove front and rear bumper support brace sound deaning, convert to crx drum brakes little....rollin rear HX wheels lighter basically make it light as possible or u can just turbo your currrent LS and be there with slicks...

stock weight you need more than 200whp to hit mid to low 13's
and thats not going to happen with the non vtec head unless you go boost

You want to be able to put that power to the ground. So tires, motor mounts, suspension will also play major factors, not just pure power.
