Malfunctioning Gauge Cluster??

Has anyone ever had problems with their gauge cluster needles reading correctly? My Temp. gauge fluctuates from Normal to Hot and scares the hell out of me especially when I'm on the Bay Bridge and you cannot pull over. I think its faulty since it fluctuates from Hot to Normal. I've checked the for any leaks, coolant, oil, and if the fan works, everythings okay. Im suspecting it is either the Temp gauge acting up or maybe the thermostat isn't opening up. Any suggestions? Has this happened to anyone else on HT?

Yeah, I changed clusters. Im using an Itr cluster right now, but I switched the motherboards from the 98 to my original clusters m-board which is 96. Its a trip how it malfunctions. Today I turned on my car and had a check engine light and when I turned it on later it was gone. Also my Maintenance required light flashes 11 times when I turn on the ign. On top of that the Temp. Guage keeps fluctuating, which is the worst for me because I always think my car is overheating.
