HELP!! Need help with a carburated '86 CRX...

Ok... Long story but here it goes....
About 3-4 years ago I got into my car and started it and it started to smoke like crazy, smoke went away after about 10-20 seconds, but it was real bad.... I took the car to the dealer and all they could tell me was "Internal engine failure" after jerking me around for 3 days just trying to diagnose the issue...
Well I went to a shop and discussed the problem and the mechanic said it might be my valve sleeves are leaking oil and it would cost me about 800 to have the head rebuilt.
Well I decided to replace the motor which ran me $1200 parts, motor, and instalation. I BELEIVE they used the head off the new motor and not bolted on the old head since the valve cover was different...
Previous to this, I did have the carb rebuilt to get the car smogged and its never been the same as far as idling, etc...
After the motor got replaced everything was fine untill it got cold out in the mornings(I'm in california) so cold here is like 40-55 degrees in the mornings. My car would startup and after about 5-10 seconds of running, it would smoke bluish smoke for about 10-15 more seconds and then stop. ALL summer and on warm mornings, I would not see ANY smoke at all.
I do know bluish smoke=oil burning and I noticed after 3000 miles after an oil change, I would need to replace 1-1.5 quarts of oil that it would be burning off.
I know it cant be my rings or it would smoke all the time but I was told it could just be the valve stem wiper seals... Is there any truth to this being the problem??? Or could it be something else?

Well replaced the Valve stem seals and its still smoking on startup on a cold morning..... any idea???
I dont want to do a motor swap... this is a daily driver for now....
