Default 7th gen civi cluster Q

Heres a quickie – friend has a 03 DX sedan. No tach as the cx.dx.lx tradition carries on, is manual. Plenty of wrecked EX clusters on Ebay, wants to buy and install. Honda dealership states needs new ECU for a tach to register – question, is this true? Is this not a plug and play gimmie ? I know 95% of us are 5th and 6th gens but wondering if anyone out there has done this ?

i know on eks and egs its plug and play not sure about the 7th gens though
