cold idle problem

Default cold idle problem

i have a 94 dx with a z6 swap, and when its cold out the idle goes from 2000-1500 rpm back and forth for a minute or less then its fine. i checked and cleaned the IACV, it was pretty clogged, and reset the computer. i dont see any kind of vaccum leaks and when gets hot it idles fine. what else should i be checking. oh and by the way, what exactly does that valve do? thanks in advance, and yes i searched for a few days now on the topic.

The IACV controls your idle when needed to.
Cold start,
Copmensation for added load like A/C, headlights, defroster and other things too.
