Default need some vaccum help on the prelude !!!! ASAP

i JUST BOUGHT AN 89 prelude, it has a 2.0L and when I bought the car it only needed the timing belt changed...we did it. I don't know how long the car sat but we got it started but I can't get it to idle.
now here's what we did. I took off the vaccum hose connected to the brake booster, with it off.it does a bounceing idle, but if you put your thumb almost completely over the hose and it idled perfect. so I'm thinking it's not getting correct air to it or does the car have some kind of idle sensor/relay? help would be greatly appreciated!!

What about if you completely plugged the brake booster hose? If it idles OK then, you've got a bad brake booster (vacuum leak).
