wat is an ecu, polished head, and a vtec timer
ECU = Electronic Control Unit (your cars control computer)
Polished head = the cylinder head of the engine is polished so as to allow for a easier flow of air. It is usually done at the same time as a port job(shaping or increasing the size of the ports of the head to allow better air flow for a specific application) and valve job(valves are cut at certain angles to allow for better air flow).
vtec timer = no clue...do you mean vtec controller. If so then it is a electronic device used to change the rpm at which the second lobe of the cams are engaged(vtec)

That has nothing to do with a turbo. He was talking about vtec. Yes, a turbo timer is good... if you have a turbo. Vtec is not a turbo.
