Thats called "Black" paint which you can buy in a spray can from Wal Mart for $.94 each

but a properly done flat black paint job(mostly on hotrods) is pretty cool

it's not a very good database. It doesn' even have my 2001 mazda truck's factory color : galaxy blue

I actually asked this very question to the skunk2 guys I just happened to run into at SEMA. They told me that it is a normal black paint, not primer, and has a flat/satin type clear coat, not the typical gloss.
this paint is very similar to the black paint used on old hot rods back in the day with the flame jobs and pin striping.... To do it right you have to have someone who knows the clear coats.
