offset? how to pick good rims?

Im not exactly clear on how the offset works and how i shold pick my rims.
Like can anyone help me with what an offset does or anything that can help in picing the right wheels.

offset is the distance between the center of the wheel and where the wheel mounts to the hub. for instance if you have a postive offset the mounting point is in between the center of the rim and the outside of the rim. this will make the rim stick out further. if the offset if negative the mounting point is in between the center of the rim and the inside of the rim. this makes the rim stick in more. the thing you have to worry about with postive offsets is risking the rim rubbing the caliper. you only have to worry about this with offsets in the +48 and greater range. i believe the factory offset on 00si rims are +45 and they will tuck under the fenders. i have +42 on my 17's and they will not tuck under the fender, but i also have it lowered and my camber is set at zero degrees. they do some mad rubbing. if i had to do it over again i would have gotten a different offset so that i could lower it more or gotten smaller rims. some people run +32 offset on 15's and they have no clearance issues. i don't understand that though. when most people buy rims they look at weight, style, and offset. keep in mind $$$$ most time the deciding factor.
