Default Stock B16 running VERY rich

Just had my B16A2 powered civic on the dyno today and the AFR is way off, its 12 to 1 all the other B16's were something like 13/14 to 1.
It has Intake, and no cat, but thats all, the fuelling is effecting the power big time any ideas? Car and engine are 92-95, it has the obd1 ecu. When I took the plugs out last night they were black with a hint of grey on the tip. 2 Months ago the plugs were burning perfect. I thought something was up but not as bad as it is!
PLEASE can someone advise what to do, I was told it could be a sensor or something, although no codes are showing.

stock ecu, 02 sensor in and connected, no check engine lights are showing.

Plugs were fitted same day, correctly gapped, cap and rota are a year and 8000 mile old, god only knows how old the 02 sensor is, Ive had it 3 years and never changed it, all fuel system is stock, injectors, pump, regulator etc.
Injectors have been recently cleaned.
Timing is set at stock.
