a little too much oil can cause some lose in power.
The rotating/reciprocating parts are going to 'slow' down when they come in contact with all the fluid.

If you've chaged weights, there could be some issues there (don't know how much you would actually feel though).
Perhalps there a slight change in oil pressure, making your vtec activate a little differently.

Changing your oil CORRECTLY should NOT make your car slower under any conditions. checl if you [ut too mutch oil or maybe not enough. also check if you knocked any vacuum lines loose

you will normally gain a small amount of power.. on my motorcycle i lost A LOT of power due to overfilling... i guess the factory put the wrong dipstick on my bike and it was about 6 inches too short... ouch

my car runs best with a little above a 1/4 between the two points on the dipstick. too much oil makes it feel a bit slower. thats just my experience.
