Opinions for obtaining 200whp with reasons why
If 200whp is your goal...Id go JR. Youll have a flat torque curve great drivability, and power on tap. And you can score used JRSCs for dirt cheap now.
Whats the best choice all around, Id say turbo.

There is no less maintenance other than changing belts.
Every method has its plusses and minuses, either way its all the same if you ask me. It just depends how much power you want to make, and where you want that power.

If you already have a LS, i say turbo it. If you're considering buying a GSR motor to turbo, don't waste your money on it. Spend the money you would spend on the b18c1 and build your LS block by sleeving it and putting forged internals in there. Tune it, boost high, and have fun

You said very reliable. If so B18C5 is going to be the most reliable of course, best tranny and LSD as well.
However you can easily get 200whp with a B18B which isn't pushing any limits and should be fairly reliable if well maintained. My friend just started to clue me in to how much power B18B's are making now with boost and good Hondata tuning (I would personally go with nothing less).
Instead of a power goal maybe you should ask what you want to achieve out of the car. Any certain 1/4mi time you are looking for?

I have no "interest" in 1/4 mile times. I hope to race it on some road courses. So what I'm looking for is a very linear power curve, hopefully with a very meaty powerband, as well as pass CA inspections with flying colors w/o any connections.

i gone with just skunk 2 stage 1 cams and 80 shot of nos for about 2 years now still running pretty good. just dont abuse the NOS!!!!!!!!
I see alot of votes for LS turbo. I have an LS right now, but it's got lots of mileage and compression isn't so hot in one of my chambers. Runs fine, but if I turbo it, I'm sure things won't be so hot real soon.
anyway, if I rebuilt by engine with just rings, would I be fine on stock (7lbs) boost without much maintenance?

The stock engine is fine for roadracing. That said if you want a linear power band, ability to pass smog, and reliability the B18C5 will be your best choice. Like I said earlier its also LSD, which will come in handy. A B18C5 with just a good header and exhaust is a high 13 second car in an Integra, not exaclty a slouch.
