VA does have those signs all over the highways, also there are bikes on the highway to catch the other bikes (crotch rockets) so don't take that 2nd post lightly i have seen it

They do have those signs but I doubt they use aircraft too much. Because they need an aircraft then cars on the ground to pull you over. So that is a lot of man power, so they put up those signs to scare speeders.
