staging brakes legal for street classes?

staging brakes legal for street classes?
Couldn't find a rule on it, but also found a rule that states when no rule exists, the modification is illegal. Can anyone shed some light?

I'm ready to buy one now, but I think I'll wait for the new rulebooks to come out and go ahead and do the stuff I know will be legal.
