installed OBD harness and ECU, cannot get kick panel back on! HELP PLEASE!

installed OBD harness and ECU, cannot get kick panel back on! HELP PLEASE!
Ok, I dunno what I am doing wrong....I installed the harness and OBD1 ECU, had to take off the gold colored plate and the black plastic wire holder and bolted ECU back in, but the kick panel will not go on....It seems to want to stick out mainly because of the the plug on the harness....
Anyone know how I can install this cleanly? Thanks!

I took off the rear bracket, then installed ECU stuffing the plug and wiring behind it then installed the front bracket on with 2 nuts and bolts so the kick panel can still have the lower plug hold it in. I am not happy I had to do this....but oh well !
