Those were originally the optional wheels for the '99-00 Civic Si. Honda continued to offer them as an accessory with the 7th-gen Civics since they started offering 15" wheels on models other than the Si.
They can also be had with red center caps instead of the black.
Edit: As some others have mentioned, there was a 17" wheel of the same design that came on the '98-03 European Accord Type-R:
