Default frame damage on 90 hatch si

this civic hatchback im working on seems to have frame damage. well the passenger side radius rod needed replacing, and i couldnt seem to get the two bolts to line up on the lower control arm. so i looked at the front crossmember and it seemed bent and all scratched up under the passenger side. it was bent where those two long 17mm bolts are. it seemed like the radius rod was at a bad angle because the crossmember was bent where the threaded end of the rod goes through.

i took it off, and i thought just the crossmember needed replacing, and i tried lining it up. but the frame where the two threaded holes are for the long 17mm bolts is bent! it wont let the bolts go all the way through. theres like a fist sized dent in the frame where the two holes are. could this be fixed? how much do you think it would get this pulled out, if possible?
