How to remove spray paint and prep for pro paint job?

When I got my car there was cracks all over the paint on the front bumper (looked like little spider webs). So I took a can of plain black primer and primered it. I then spraypainted it white and it almost matched the color of my car. Only a little brighter. The everyday person wouldn't notice, but I could and so could my car buddies.
About a week ago it started to chip and peel off. Now my question(s) are: How do I remove the spraypaint? What should I do after that to prep for real autobody paint?

sand it all the way down since your paint was coming off in the first place or just get a different bumper since you gotta paint the whole thing anyways
edit: with nothing more aggressive then 600 but id start with say 180 or so and then work my way to about 5 and then prime using a plastic flexible primer and then wet-sand, paint, clear, etc.....
