Default how to prep for paining?

i just got some milano red oem rear valances for my nhbp itr and i want to do everything i can before i go to the paint shop so it will cost less, could someone give me a link or tell me how to go about sanding and preping these for painting?
I did a search and came up with nothing

If they are brand new, the plastic oem kit, then all you need to do is scuff the surface with a green scotchbright pad. Then the shop will have to primer the pieces, then wet wand them, and then paint them.

no they arent brand new, they have been painted...looks like spray paint
