Are you sure VTEC is kickin in? I have a long *** transmission (I have a mini-me setup), so my car actually feels somewhat slow in the higher RPM's because it takes so long to wind up. When my VTEC wasn't kickin it, it felt like butthole above 6,000 (this is in a 7,200 RPM redline SOHC)

check your distributor timing and timing belt could be all messed up..this will especially happen when your distributor is retarded a lot...tap it a little toward the firewall and use 92octane

You lose power when VTEC engages . . . hmm, well has it crossed your mind that perhaps VTEC isn't engaging?
You haven't been messing with the engagement point, have you?
Anyways, we need more information. What car/engine? What have you done to the car recently? When did this start happening? Any unusual noises? Any check engine lights? Does your speedometer work?

Hey, me either. I guess is has something to do with me not having it
(or if I did, not being able to hear it over the loud whistle of a turbo)

Yep Gotta Love B-Series
Alright...here, I put together a small video for ya'll (1.46MB) of a Non-VTEC D15B7 acceleration run and then an acceleration run of my car with the VTEC D16Z6 Head...see if you can tell the difference (red light in cluster is VTEC light). You can tell that when the car gets into the higher RPM's (6k+ the car seems less powerful):
