Who's Splitter Is This?

I've seen this airdam/splitter before on Honda-Tech (lost the original post) and I'm wondering how to get one like it. Who owns this car? Anyone know who makes this?

It's attached with 8 dzus fasteners? What size are those?

Looks like an early Sites splitter.

I'm almost positive that someone in the ITR forum was getting those made by realtime. "Chris" might have been the guy.
