i have a 99 CTR ecu i'm trying to run in my 97 civic. i know JDM honda parts has a harness for $200, but i am trying to find out if anyone has it cheaper.

That is a very fair price, that is a one off custom piece, that you have to sacrifice one chassis harness for, and one ecu for.
Nobody stocks those connectors, becuase it's such a rare application.
