Ok. This is my first project car. I want it for a street race/ fast street/ track day car. I have about $8000 to spend, on engine alone (with tranny ect)
I want a NA, good for about 180hp, but it needs to start making power very low down. So far I have this spec, from Import Builders, but im no expert so...
Engine PACKAGE 11: IB B16A Block
$750 0103 Stage 2 Cams B Series Skunk 2
$235 0109a Cam Gears B/H Series Skunk 2
$265 0112 Valve Springs B/H Series Skunk 2
$155 0113 Titanium Retainers B/H Series Skunk 2
$900 0115 Head Porting All Honda/Acura Allaniz
$250 0186 Stainless Steel Valves B/H Series .5 MM oversize
0188 LSD Quaife B16/B18C/B18A-B/H22 A great DIFF!

yeah B16 and power down low really shouldn't be used in the same sentence.
if you want to have some low end torque and power then go with the LSVTEC or CRVTEC setup. or even the B18C1/5 will work much better than the B16A.
and with the $$ you have to spend you can do a really nice N/A setup, high C/R, appropriate headwork, big cams and a big header w/ matching exhaust system.
that will get you more than 180WHP, if that's what you're shooting for. or you could do a more mild setup for less if you don't want 200-220+ WHP.
just stay away from the B16 block.

First off I think you might want to think things over B4 you give some that much money to built you an engine. Sounds like you may be getting in over your head!
8k and you only want 180hp ...... you can get WAY more power than that....
Start off with at least a 2.0 if you want lowend power. Then get the head and bottom fully built, THen you will need alot of dyno time to make that power work.
I think if you get all the right stuff and dont get ripped off then you are looking to make well over 210hp at the whells !!! Dont just give someone 8k unless you know what your getting !!

Dude..if only i had 8k to spend. Definitely forget the b16 idea. You want tourque? Get a b18c. Sleeve it to 2.0 liters. 12:1 CR, headwork and JUN III's. A nice header, good tuning and your all set.
How about you buy a $1500 Greddy kit for your D-series and lay down 180whp. Invest the other $6500, double your money in a few years, and then buy a REAL car with REAL power from the factory and build it.
