did you use honda power steering fluid or fluid approved for use in honda's? if not it will screw up your ps system and it wont work.

You have air trapped in the system, when you poor in the PS fluid after any service to the PS system you have to turn the wheel side to side to purge the bubbles.

How old is the car? It sounds like there's a seal (usually the pulley seal) has gone bad, which can happen regardless of what fluid you use.

Usually that pulley seal will go bad, and since it's right next to the gears, it really sucks in air a foams it up. It happened to me. You can buy all the seals from honda and rebuild it yourself, it's really not very hard.

the foam might just be the air leaving the system, you just have to wait for it to all get out, crank the wheel back and forth and keep adding fluid untill all the air escapes
