Trim of 92-95 Civic
depending on color you might be able to pick up spray can touch up paint. They have it at autozone or your local discount auto parts supplier and its Duplicolor brand . IT matches very nice and you can buff it out to smooth finish

Don't take it off, you will have square holes where it is connected to the car. I would recommend getting a professional to do it. There is a cool site online that with your paint code you can buy cans of primer, base, and clear all for your exact color. I can't remember the URL.

no need for pros...it's a easy thing to do.
Take it off the car first. Scuff that biatch down. Make sure you buy some bumper adhesive for it, forgot what it's called, but it's supposed to make the paint stick on to rubber better without flaking in the future. The stuff you use on bumpers basically.
Take a tack cloth, wipe it down so it doesn't have dust and crap all over it.
Spray that thing down. Like stated earlier, autozone, checkers, all these auto stores should have some spray paint that matches your car. If not, NAPA could put it in a bottle for cheap.
