Integra LS (94-01) 1/4 mile time & mods
My friend in a '97 Integra RS stripped with 20" slicks, j's style intake, dc 4-1 open header went 14.41...we are very close to seal level and it was a cold day.
I do have a timeslip of a 14.5 run he did against me...

Nah not impossible
, really cold *** air (sub 50 degree's), and really light weight.
I actually have an RS, which is 115lbs lighter than an LS stock. Beyond that I have done quite a bit of weight reduction (cf hood, no ps/ac, lw battery, no sound deadening, etc).
I ran low 15's durring the summer all the time, (15.1 -> 15.3), just needed the colder air to help.
Honestly most B18B drivers shift at the way wrong points. You shift at redline/fuel cutoff and you are only slowing down, as the engine runs out of breath after 6,000 rpm.
1st -> 2nd, and 2nd -> 3rd I shift at 6,800
from 3rd to 4th I shift at 6,400rpm. Since third is such a looooong gear, those extra 400+rpms really hurt your times, and I have done plenty of compairison runs to prove it

Technically yes, as there is less rotational inertial so you can accelerate better.
In reality it does make it harder to launch. I tried driving my younger brothers GSR with a 8lb ACT and I really couldn't get a hang of launching it.
