it is a 89 crx with a 90 b16a obd0 ecu. i have the o2 sensor in hand and it has about 6" of wire and that is it. i need to know where to run that wire to. does it have a plug it goes to or does it go straight to the ecu?

The plug it connects with needs to be added to the wiring harness. Use shielded wire and connect the inside wire to the plug end at one end and to the ECU at the other end. The shielded portion should be grounded to the vehicle chassis. Then the O2 sensor can be clipped into the plug and installed in the downpipe beside the primary O2 sensor.

It should have come with your wiring harness on the engine from Japan. You're talking about the green plug right?
