Try disconnecting the seat belt sensor plug under the seat.

A buddy of mine kept having a similar problem, the passenger side seat belt was beeping and flashing the warning light when there was nobody else in the car.

i had the same problem with my 91 hatch. it kept on beep'n even if i took the plug under the seat out. it was crazy, **** me off too cuz i got annoy'd. every time i brake, it'd beep. i narrow'd it down to the problem. i had some mess'd up fuses that were not good. i couldn't use my horn. so i guess check the fuses but then if its not then i dunno.
