1-2k rpm laggs
most likely egr ports are restricted/clogged
1800-2200 rpm engine will shudder a little bit...

the egr only recirculates spent fuel exhaust back into the intake to be used as a inert gas in combustion for reduced emissions and combustion temperatures... I dont think it would affect the car in the way you suggest.
also it should also trip a mil/ cel code if faulty itself.
whats the condition and maintence routine been like on this engine, been rode hard and put away wet?

Interesting, my 93 Accord does the same thing. Stumbles between 1-2K rpms only when warm. Replaced distributor assembly, cap, rotor, plugs, plug wires as part of maintenance/failure within past 3K miles and problem remains. At least I've got something to look at now!
