Is it at all possible to get a N/A B16A 88-91 Civic SI hatch to reach 6.5secs with boltons? (Aside from Nos)

IE: ITR Cams, header,ECU,Intake..etc etc.

Taking into consideration that the driver already knows how to drive it properly.

w/bolt ons.??shouldn't be too hard i imagine since stock gsrs do it in the early 7s im assuming it would be easier in a hybrid hatch
