Speed Governor in a JDM H22 with P13??

Speed Governor in a JDM H22 with P13??
I was on the freeway lastnight testing out my JDM H22A in my Integra.... hit 120mph then had fuel cut off. I wasnt sure if this was the speed governor or not. If it is can chipping the ECU take that away? If not how can I remove it??

I reccomend HardLowrdRanger off of this board, he's at the forefront of P13 reverse-engineering, out of everyone I know.
