Default IT cars in SP, stock heater core or any heater core

I think Im sick of running prepared class due to a removed heater core and washer bottle, and since I tossed mine several months back. What does the GCR say about heater cores? I know they dont have to function, but is any heater core allowed? I know I can get one that weighs less than stock.

Also does a car have to be classed in IT(s,a,b,c) to be eligible for the IT cars in their respective SP class? Or does it only need to follow the rule set?

The Solo rules states fairly explicitly that the car would have to be 100% IT legal. This would mean listed in the ITCS portion of the GCR and meet all restrictions/rules in the ITCS. The heater core would have to be stock (or within the legal update/backdate, which probably gets you nowhere).
