Let's clarify "Recall" and "Warranty". Two different things.
The seatbelts retracting failure are done under lifetime warranty work, for the useful life of the car. And it can't be because the belts are crusty with old fast food/dirt or suffering home repair attempts.
To me, a recall is a part known to fail in an untimely fashion.
Can you go to the Honda dealer 10 years later and say there was a recall on the igniter, I'd like a new one? It's obvious it's lasted a reasonable amount of time. The front seat belt knuckle was recalled.
TSBs are just known, pesky problems and how to deal with it

Man, my drives seat belt quit retracting one day, so i went to the junkyard to get another one. This one works good, but it doesn't retract all the way.
I wonder if Honda will replace it? I doubt it.

Yes they will...if they don't, call 800 Honda customer service.
I would just omit the part about replacing the belt yourself and clean everything before hand so they can't blame it on dirt. You'd be amazed at how dirty the actual belt gets.

How do u know they will replace that part. its not part of the recall. This is a part that wears out on any car after so much time

It actually was a part that was recalled, and since the seat belt is a safety device they will replace it for free. They might give you some crap at first and try to get you to pay, but if you keep talking to them they will give in. They have to.

oh I dunno, maybe the Lifetime Warranty?
And maybe that I've had both sides on my car done, at separate times I might add.
The latch was recalled, I don't know what they'll do about that...but the whole seatbelt system is covered by a LIFETIME WARRANTY.
The average service writer may not know about this because they service mostly newer cars and its not something they normally deal with. Just be insistant, if they refuse...talk with the service manager, if he refuses...talk to Honda 800# customer service and they will make it right.
I've seen literally DOZENS of board members and guys in my local club over the last 5 years be skeptical about this...then they check it out and are pleasently surprised.
A small piece of advice that might make this easier...make yourself and the car halfway presentable. Give the car a good wash and clean out the interior. Wear pants that fit and a shirt with no holes. You'll get a lot farther on a better first impression. You may not like it, but its true.
Consider buying something from the parts department, like a couple oil filters or something...just so you don't look like a deadbeat looking for a free repair on a 12 year old car.
