Default Does the IACV need coolant to work properly?

I'm cutting off coolant flow to my throttlebody and tracing the plumbing it goes through the IACV before the TB. Ideally I'd like to cap the nipple on the hard pipe which would mean cutting off flow to the IACV. Does the IACV need coolant running through it to work properly?

Thanks
Ben
