d16y8 ECU work on a d16y7 block and d16z6 head?

Default d16y8 ECU work on a d16y7 block and d16z6 head?

my friend recently swapped a d16z6 head onto his d16y7 block. the engine has a weird idle and it wont go above 5500 rpm's. Im guessing that it has something to do with vtec. he is running the stock throttle body off of his y7 manifold. but has the IM from the d16z6, would the sensors(being obd II) have anything to do with it. or is it just the ecu with the obd I head. He has an ecu off of a d16y8 engine. so the vtec should engauge.
we are stumped. any insite?
also he is running an safc that he had for his stock d16y7 engine. could this have anything to do with it? would he need to get a vafc?

please help
