I wonder if a police officer would stop you for that. You could contest that it's a fourth brake light, but if it's not legal, you'd probably get a ticket for all the extra effort at the end of the day...

That light in the bumper is a rear fog light. Some cars in the us have them as well nothing illegal about them

In my opinion its very ugly! It is also very bright and annoying when switched on as George said. The rear bumper would look much smoother if it was like the 98 Jdm.

I installed one on my car and wired the OEM one on my girlfriend's car (both 21 watt, which is what most factory rear fog lamps are) and it is useful in low visibility conditions. Do they annoy following drivers? Perhaps, but I'd rather have an annoyed driver than one who rear-ends me (which I can unfortunately confirm is <U>not</U> a pleasant experience).
edit: With regard to the ITR rear fog lamp, I don't think it looks bad, but I'm not sure why Honda didn't choose to incorporate it into one of the reverse lights like certain manufacturers have done (e.g. Mercedes G-series, VW New Beetle). It was probably more cost effective on those cars since the reverse lights are separate, which wouldn't involve retooling the tail lamp assembly.

Good question. Those bumpers obviously come with the opening for the fog light, so I wonder if there's some sort of built-in support, or if it's just a matter of cutting and installing.

I don't understand you Americans. That thing is ugly but it's necessary and sometimes useful. European cars usually have the rear foglight intergrated in the rear lights.

what is the rear foglight for? does it come on with the parking lights when you turn your lights on? or does it come on with the brake lights? what is the main purpose of it?

I'll take a stab. Maybe with routes like the autobahn and other no-speed limit routes they figured seeing the cars was a good thing. In fog your brake lights/rear lights might not cut through the conditions, but that fog light might just make you visible to traffic coming up onto you.
