Default Open/Closed Deck years

What year did the h23/h22 come in closed deck form? Looking to buy a new engine, and don't want open deck.

Open Deck is a hollow block with the piston walls pressed in leaving a gap between the piston walls and the block

Closed Deck is a solid block with holes for the pistons

One thing that I have been curious about is the weight difference between open/closed deck engines. Does the closed deck make the engine weigh more??

So 96 VTECs were still H22a1 with OBD II?
I was under the impression that they had the H22a4 with OBDII.
The 96 VTEC in Japan was a 5th gen whereas here it was a 4th gen.
