I think 5-7K might be more reasonable, but there are a lot of things wrong with that car.
I'd give you 3500 without the motor, 7k with it(depending on mileage and paperwork on the H22).. Add about 500 - 1k on if the title were clean..

an H22 is actually pretty fun.
it's got a lot of torque ("pep") and is only about 80-100lbs more than a stock motor.
it's a different experience. many would say it's lost its "essence" ... but if say that, then so has a turbo R.

considering most itr's are front heavy to begin with...i dont see why an extra 80-100 would completely "kill" the car, except with bench ricers er i mean racers
but the whole salvage title is another issue.
clean shells just missing a motor go for around 6000-8000 alone.
