My first purchase if I were you would be a DC header. The stock D series exhaust manifold is very restrictive, complete it by getting a full 2.25in cat-back exhaust system. A custom exhaust will be your best way to save some $$$ just make sure you get a straight through design muffler.
Advancing the ignition will only yield a small increace in power. Make sure to only advance it 2-3 degrees from stock. After you try that drive the car and make sure you don't hear any pinging. If you hear pinging you have 2 options to stop it. Back down the timing advance or run premium gas.
Don't touch the idle mixture screw because it will do NOTHING for performance.
What D-series engine do you have in your civic.
Let me know if you have any more questions???
