hey i just got a 91 crx and i'm lookin for quick and ez hp boost
it's got

exhaust
ignition system
fuel computer.
and the best of all 180k miles
i guess i should get a new engine.. but in the meanwhile

after the header...
cam and cam gear should be your next priority to utilize the new found air flow you've aquired.
It will greatly change the characteristics of your engine. ohh and you WILL like it.

not too sound ghetto, but I found I didn't need AC or power steering- you said "cheap" and I found a noticeable differance dropping these on my EF

I'd start out with a ported stock TB, We are starting to offer these services soon also. they run about $150 shipped back to you and includes the new butterfly to match the new opening. that should be a good upgrade to do on a budget setup.
match porting the Throttle body with the manifold is a good move also.
Gain is nothing crazy, like 4-5hp, but it all depends on the other stuff you have. lets say, you just have bolt ons.. dont expect too much on the TB modification. But once you have cam, headwork, bottom end.. etc. each of those little things will make a big difference. camshafts expecilly will want more Airflow and with a better flowing TB, you can increase the potential of the camshaft upgrade.

I dont really want to upgrade my springs/retainers just yet so I'd like to have a mild enough cam to be able to use those, but still make some decent power.

Our Street A6 cams dont really require Upgraded valvetrain if you dont plan to rev past the stock rev limiter. we only recommend to upgrade the valvetrain if you want to go like8k rpm. you'll be able to make good power with the stock limiter, but for sure you wont get the full potential of the cam. and you'll know that it will want more rpm.. just by how it feels and sounds.

Idle on the SR909 is close to stock, but with stage 3 headwork, stock bottom, we usualy get about 130-140hp to the wheels.

once you get to the next level cams like Our Race A6 and our Stage 4 and 5 cams, thats when gas mileage and idle changes drastically.
