Default JDM ecu

I have heard that the JDM ecu for the type R does not have the same B.S. as the american, this meaning the fuel tank pressure sens, the crank speed fluctuation sens, and all of the little things that amer. obd2 has but not the obd1. well what I am asking is is the jdm type R ecu really an obd1 with obd2 connectors

Thanks for your help man now do possibly have the pinouts for the jdm 99 type r or are they the same as the us obd2

96-00 jdm itr ecu are same as 96-98 civic/integra ecu plugs.
